The Skagit County HOME Consortium is a collaboration between Skagit, Island, and Whatcom counties, leveraging federal HOME funds to expand the supply of local affordable housing. This page contains public notices, funding opportunities, and HOME Consortium resources.

Skagit County, as Lead Agency for the Skagit County HOME Consortium, is required to complete a five-year Consolidated Plan, annual Action Plan, and to annually complete a Consolidated Annual Performance and Evaluation Report (CAPER). Below you will find links to current plans and reports, as well information for upcoming public comment periods, public hearings, or information sessions.

New applicant organizations must submit a notification email to Shelley Kjos, skjos@skagitcountywa.gov, no later than October 16, 2026 at 4:00 p.m. All funding applications must be received by November 5, 2026 by 4:00 p.m.
