USPS Postmark Changes - Please Read

The U.S. Postal Service no longer guarantees same-day postmarking when mail is deposited.
Mail is postmarked when it reaches an automated processing facility, which may occur after the due date.
Under RCW, property tax payments must be postmarked by the due date to be considered timely.
To avoid late fees, do not wait until the last day to mail your payment.

For payments by phone, please call 1-866-791-3392. A $3.95 convenience fee will be charged by our processor in addition to 2.35% debit and credit cards and $1.00 for checks.

The Skagit County Treasurer’s Office is a regional office serving about 80 local government districts. We operate under state law to provide cash custody, investment, revenue collection, and debt payment services to those districts.

Skagit County Treasurer staff want to serve the public in the most efficient manner. Some of our services can be easily transacted without physically coming to the office.

  1. Taxes may be paid online with a check or a credit card. There is a $1.00 fee for checks and a 2.35% fee associated with credit cards. You may also make arrangements with your bank to pay or simply put a check in the mail. 
  2. Excise transactions may be sent through the mail. More information for excise can be found under Department of Revenue Washington Administrative Code 458. For questions on excise, please call 360-416-1769.
  3. Many questions can be asked by emailing treasurer@skagitcountywa.gov or looking online.
  4. Questions about exemptions for a reduction in taxes can be answered by calling the Assessor’s Office at 360-416-1780.

It is the policy of the Skagit County Treasurer to invest public funds in accordance with all federal, state, and local governing statutes. The Skagit County Treasurer will invest public funds in a manner that seeks to preserve capital and ensure the protection of investment principal, allow adequate liquidity for the County and its taxing districts, and achieve the highest investment return consistent with the primary objectives of safety and liquidity.

Skagit County has established the Skagit County Investment Pool (the SKIP) which consists of public funds offered by the Skagit County Treasurer and authorized under RCW's 36.29.020, 36.29.022 and 36.29.024

The SKIP was established to provide county departments as well as eligible government entities within Skagit County a mechanism whereby they may utilize the resources of the County Treasurer to maximize the potential of their surplus public funds, in a manner that optimizes safety, liquidity and return on such funds. The SKIP portfolio is a combination of the State LGIP pool holdings and direct investments in high-quality securities with varying maturities designed to control investment risk and enhance earnings. The SKIP seeks to provide current income by investing in a combination of State LGIP holdings and fixed income securities that meet defined standards for credit quality and maturity.

Participants may include, but are not limited to, county departments and Jr. Taxing Districts (such as schools, fire districts, ports, cemeteries, and diking districts).

Mobile homes are manufactured homes and park models that are not classified by the state as travel trailers. Mobile homes are required to pay property tax rather than licensing tab fees.

When a mobile home sells, a mobile home excise tax affidavit is required to be completed with property taxes paid in full before transferring the title with the Department of Licensing.

When a mobile home is moving, a movement certificate and decals are required. If the home is staying in the county, all property taxes must be paid in full. If the home is leaving the county or going into dealer inventory, all property taxes are due in full as well as an advance tax before movement certificate issuance. Please contact our office 24 hours in advance with location of home, destination, new owner information, and mover information (including name, address, DOT and WUTC numbers).

If a mobile home has been destroyed, the Assessor will remove it from the tax rolls after completion of a Destroyed Property Claim form and a Request Removal: Property Tax Delinquency form and physical inspection of the site.

Personal property includes machinery, equipment, furniture, and supplies of businesses and farmers. It also includes any improvement made to land that is leased from a government entity (like a tribal authority or port authority, for example).

Personal property listings are due to the Skagit County Assessor by April 30th of each year. Listings submitted this year will impact the taxes due in the next calendar year. Please contact the Skagit County Assessor at 360-416-1780 for information regarding this personal property listing process.

When a business sells or closes, advance tax becomes due per RCW 84.56.090. Advance tax is personal property tax that is paid based on the last year of operation value since there is no tax due for the first year of operation until the next calendar year.

Property Taxes

Property taxes are due when billed, however, there are two final dates that tax payments must be received. If you choose to split your property taxes into two installments, the first installment must be received by April 30 and the second installment must be received by October 31. If the property tax is less than $50.00, the full year must be paid by April 30. (RCW 84.56.020)

Late payments are subject to interest and penalties (RCW 84.56.020). Interest is assessed on the full year tax amount due, beginning May 1. Please contact our office at 360-416-1750 for the correct amount due if you are paying late.

Additionally, the Treasurer’s Office offers a convenient auto-pay program that automatically withdraws their tax payment on the due date. This is available to taxpayers at no cost and takes the worry out of missing a payment.

Property taxes are due as soon as the bills are certified and mailed. State law allows for payments of first installment to be received with a postmark date all the way up to April 30th each year. If the taxpayer chooses to pay the year in full, that payment can also be made through April 30th each year. If the taxpayer chooses to pay in two installments, the second payment can be made all the way through October 31st. After these two dates, interest and penalties can accumulate. If the final pay dates fall on a holiday or weekend, then taxes become due on the next business day. (RCW 84.56.020).

Late payments are subject to interest and penalties (RCW 84.56.020).  Exceptions are allowed by law if the taxpayer is in active military duty overseas at the time of the due date, if the taxpayer’s spouse or parents have passed away and it is the primary residence, or if there was an error on the part of the county. Please contact our office at 360-416-1750 to see if these exceptions might fit your situation or to obtain current amounts due. If any property tax year becomes three years delinquent, the real property is at risk of foreclosure.

We will apply the payment as we are able and send a balance due billing statement to you.

Property taxes cannot be paid until the tax roll has been certified per Washington State Law.

No. It is the responsibility of the property owner to make sure another entity is paying their taxes. Skagit County does not track who has a mortgage lender or escrow company. These third-party companies will obtain your tax information online, by calling our office, or by requesting a data file to pay the parcels they are contracted to pay. Property owners will get the paper copy of the bill in February each year regardless of whether a third-party pays the taxes.

The first payment received will be posted to your parcel(s) and then the second payment received will be posted to any balance remaining due for the year before any refund will be issued.

Yes. All funds on deposit with the Treasurer are invested with the goal in mind of maximizing funds while they are not needed for immediate expenditure. All funds are invested according to state statutes and the Skagit County Investment Policy. Funds are invested in a diversified portfolio of securities in order to reduce overall risk while attaining market average rates of return. No investment purchases are made outside the State of Washington. Skagit County utilizes the services of a third-party custodian who holds investment documents while they are invested, with the exception of CDs and transactions with the Washington State Local Government Investment Pool. Skagit County utilizes a short list of brokers/dealers who must qualify to bid through a selection process. An elected position provides independence in managing public monies as well as a check and balance between the Clerk, Assessor, Auditor and Commissioners. The Treasurer also serves other local government entities like schools, ports, fire districts, etc. and is accountable directly to the citizens.
