Skagit County Detention is a secure facility for persons under the age of 18 years old. Admission into the facility, other than arranged tours/visitations, is controlled by statutory mandates and local policy. Persons in Detention are limited to those being held for investigation of an offense or by Court Order.

Mission Statement
Skagit County Juvenile Detention will provide a safe and secure environment for all residents. Staff will carefully screen all admissions under the Revised Code of Washington (RCW) and under administrative guidelines.
Procedures and policies will follow RCW, case law, court rules, constitutional rights, and human rights. Staff will also give priority to the rights and feelings of parents and guardians. Staff will provide an educational program as RCW requires.
This facility is committed to going beyond RCW requirements. Staff are committed to providing detention structure and programs that teach you how to control and change your behavior.
Programs in detention cover many topics. All programs aim to expand your view of your world. The goal, together with community probation and parole, is to improve your chances of a successful return to the community.
About Skagit County Juvenile Detention
Visitation is a privilege and can be denied if the detainees behavior warrants, with the exception of visits with attorneys. Visitors are limited to parents/guardians, clergy and attorneys. Exception to this policy requires specific written approval by the assigned probation counselor. Probation counselors may make exceptions only for specific casework reasons. Lengths of visitations are limited pursuant to Detention population and the number of persons waiting to visit. Persons who are disruptive, hostile or give any appearance of drug or alcohol consumption will not be allowed to visit.
Purses, tote bags, coats or any item in which contraband could be concealed will not be allowed into Detention. Visitors should leave all such items at home or in their vehicles. There is no storage space available for such items in Detention.

Detention staff attempt to call/notify a parent/legal guardian, upon admission. Thereafter, Parents/guardians, clergy, and attorneys may be called by the juvenile after a Cidnet account is set up (directions below). Juveniles on a level III or IV status, may make calls to parents/guardians from 7:00 p.m. – 9:00/10:00 p.m. Juveniles on a level I or II may make calls to parents/guardians during day recreation time. Exceptions to this policy require specific written approval by the assigned probation counselor and/or Detention Manager. Length of phone calls are limited according to Detention population and/or staff discretion.

Education
Skagit County Detention provides educational programming through contracted services with the local Educational Services District 189. Each person receives individual testing and assessment. The Detention school staff also consult with educational staff from the person’s resident school district. An individual educational program is then created for that person to begin working on for the duration of their stay.
Substance Abuse
Counselors and AA/NA sponsors provide weekly educational and support services for those needing/wanting to deal with various substance abuse issues. Individual assessments, evaluations, counseling, outpatient treatment plans and residential treatment plans are among the various services available.
Mental Health
Various private/public agencies and counselors help provide counseling, assessments, and evaluations as needed for a variety of mental health needs.
Faith Services
Faith services are offered for those wishing to participate by a variety of faith based organizations.
Physical Health
Skagit County Health Department provides part-time services of a nurse and physician to address physical needs of persons while in detention.

Possibly, if ordered by the Court. The Court may not impose detention fees at all, especially when the parent/guardian is the victim in the case.
How are medical and/or mental health needs addressed?
The County provides medical & mental health professionals to assess and address needs. Previously scheduled appointments need to be rescheduled by the parent/guardian, unless it’s an emergency. Medications need to be made known to detention staff by the parent/legal guardian in order to be dispensed as needed.
How are my child’s educational needs addressed?
Skagit County contracts with the Northwest Educational Services District 189 (NWESD189) to provide Washington State certified programming/staff to facilitate individualized educational lesson plans. Physical exercise is also part of the plan.
Are there other programs/services offered?
Yes. Varieties of positive youth development programs are available during free time for everyone on Level II or above. These programs include sessions relating to respect for self, others, and authority; victim awareness; accountability; self-worth; responsibility; work ethics; good citizenship; literacy; and life skills. Participation and practice of learned skills is encouraged.

Juvenile must be a level III or IV to receive visitors. Only parents/legal guardians may visit. Picture ID is required. No siblings, etc. Appropriate behavior & language is expected and required. Visits may be cancelled at any time by detention staff. Visitation exceptions must be approved by assigned probations counselors AND Detention staff administration. (visits by attorneys, case workers/providers, clergy, etc. may be arranged at other times)

What can I bring?
Purses/bags/etc. are not allowed and there is nowhere to store them at the detention facility (leave in car or at home). Upon admission, the juvenile’s personal belongings are inventoried and stored (locked) pending release. Juveniles are given a toothbrush, comb, bar of soap, toilet paper, cup, deodorant, towel, and cards. Other supplies are given as needed. Soap & shampoo will be given at shower times. Parents/guardians are not allowed to bring any personal belongings or supplies
