Obtaining legal counsel, even if you are able to afford it, can be a stressful and difficult process.
The Washington State Bar Association (WSBA) maintains a directory of all attorneys statewide. You can filter the directory by location (county or city), practice area, and language.
The Skagit County Bar Association also maintains a directory of member attorneys.
Right to an Attorney Paid for by the State
You may have the right to an attorney paid for by the state if you are:
- A child or parent involved in a dependency or shelter care proceeding
- A juvenile who is the subject of an At-Risk Youth or Child In Need of Services petition
- Charged with a crime (as an adult or as a juvenile)
- The subject of some types of guardianship proceeding

Free Legal Assistance
If you do not have the right to an attorney paid by the state and you are still unable to pay for an attorney, there are other options. You may qualify for free legal assistance.
Northwest Justice Project facilitates a hotline that centralizes access to various legal service providers, known as CLEAR (Coordinated Legal Education, Advice and Referral). Depending on the type of legal issue you face, you may be able to apply online for CLEAR services.
Reduced-Cost Legal Representation
You may qualify for legal representation at a reduced cost.
The Moderate Means Program was developed by the Washington State Bar Association (WSBA) to address the gap between eligibility to receive free legal assistance and ability to pay for legal services. Per the WSBA, “It connects people who cannot afford the cost of typical legal representation with attorneys and other legal professionals willing to represent them on a sliding fee.”
