Ballot Measures

Skagit County Elections will be providing an online and printed voters’ guide for all elections during the year.

Jurisdictions have the authority to place issues and measures on the ballot for voter approval. Local jurisdictions have the authority to request a special election by submitting a resolution to the County Elections Office by the resolution deadline. Below you will find information and resources for jurisdictions to place an issue or measure on a ballot or conduct a special election.

November 3, 2026 General Election

The following resolutions have been submitted for the November 3rd General Ballot

• City of Mount Vernon, Proposition No. 1
• City of Sedro-Woolley, Proposition No. 1
• La Conner School District No. 311, Proposition No. 1
• Fire Protection District No. 5, Proposition No. 1

For and Against Committees

If a jurisdiction fails to appoint “For” and “Against” committees by the deadline established by the jurisdiction or the Auditor’s Committee Form submittal deadline (whichever comes first), the Auditor’s Office will seek out and, whenever possible, appoint up to three members to each committee.

Appointments will be made in the order the requests from qualified applicants are received by email. The email request must include the applicants’ name, voter registration address, phone number, and the district they wish to write a statement for.

The Auditor’s Office will use the following criteria to determine an applicant’s eligibility when making appointments:

• Applicant must reside within the jurisdictional boundaries
• Applicant has demonstrated the ability to communicate rapidly by email
• Applicant agrees to work collaboratively with co-committee members

The deadline for an interested party to request a committee appointment is 12:00 noon on the date that “For” and “Against” statements are due.

Voters' Pamphlet Administrative Rules

The Voters' Pamphlet Administrative Rules establish the requirements for all participants involved in the production and distribution of a voters' pamphlet in Skagit County. The "participants" are the candidates and districts involved in an election, along with Skagit County Elections. These Rules also serve as guidelines for the production of the Online Voters' Guide, but they are not to be interpreted as requirements for the Online Guide. The Rules operate under the authority of RCW 29A.32 and Skagit County Code 1.28.

• August 17, 2010. A hearing occurred in the Skagit County Commissioner's Hearing Room for public comment regarding the adoption of the administrative rules. No objections to the Rules were made. The hearing was adjourned with the agreement to present a resolution in September for the adoption of the Rules.
• September 7, 2010. The Skagit County Board of County Commissioners adopted resolution number 2010308 adopting the Voters' Pamphlet Administrative Rules as presented in the August 17 hearing. The Rules are now in effect.
