The accounting responsibilities of the County Auditor include Accounts Payable, Payroll, and Financial Reporting. The Accounts Payable division's audit function provides an independent and impartial review of invoices for legitimate expenditures of County funds. Once the auditing function is completed, the Accounts Payable division processes warrants for payment of the invoices processed for that time period. The Payroll division is responsible for the production of the County payroll, processing the related transactions and reports, and generation of County employee pay checks. The County Auditor's Accounting Division supports the financial reporting needs of the Board of County Commissioners, produces the Annual Financial Report, and serves an integral role in the development and implementation of the annual County budget process and production of the budget document. Annual Financial Reports
Presented below are the Annual Financial Reports of Skagit County. The financial statements are presented in conformity with generally accepted accounting principles (GAAP) and audited in accordance with generally accepted auditing standards by the Office of the Washington State Auditor. The annual reports are presented in compliance with the reporting model as required by the Governmental Accounting Standards Board (GASB) Statement 34. The reports include government-wide financial statements based on full accrual accounting with capital assets, infrastructure and long-term debt reporting. The fund financial statements are presented using the modified accrual method.
