Document and Report Archive

The Public Works Ferry Division publishes multiple types of financial reports and documents each year. Below is a brief explainer for each type of report we publish and when they are expected to be available to the public. If there are additional reports or financial information not published here, interested members of the public may submit a public records request to receive those documents. 

Ferry Fare Revenue Target Report

The annual Ferry Fare Revenue Target Report, prepared by Skagit County Public Works, presents a
comprehensive approach to setting ferry fares for the Guemes Island Ferry each year, following the procedure adopted by Resolution R20230152, amended by R20250015, R20250259, and R20260089. These resolutions established a phased plan to reach a 65 percent farebox recovery rate by December 31, 2028. 

Public Works staff present on the annual Ferry Fare Revenue Target Report to the County Commissioners each year during a work session and televised presentation. The recordings and presentation slides are posted in the archive. 

Published: Draft in early August and Final by September each year. 

Budget Monitoring Report

The Ferry Division posts the Budget Monitoring Report for January through June 30th of each year along with the draft Ferry Fare Revenue Target Report. This initial report includes the adopted yearly budget amount, as of the adoption by the County Commissioners in December of the prior year, the actual expenses to date, the amount of funds available within each budgeted cost allocation, and the percent available. 

The Ferry Division will post a second final Budget Monitoring Report after the end of the year to publish the final adopted budget amount and actual expenses and revenues for the year. 

Published: January - June 30th by early August (along with the Ferry Fare Revenue Target Report) and the annual Budget Monitoring Report by February or March of the following year. 

Preliminary Expense and Revenue Reports

Preliminary expense and revenue reports are posted for the upcoming year during the annual budget process in early fall. These reports show previous years expense and revenue costs, as well as the expected revenues and expenses for the following year.

Detailed Actual Expense and Revenue Reports

Detailed expense and revenue reports show the line-item expenses and revenues as they actually came in or were paid out. These reports are posted at the end of year, unaudited, and are then updated after the official county audit is completed.
