Public Works | Road Operations Division
The Operations Division of Public Works maintains 799.874 miles of roadway throughout Skagit County, along with traffic and pedestrian services, storm drainage systems, bridges, and other transportation infrastructure.
These assets are maintained with the goal of keeping them as close to their original condition as possible while extending their useful life and ensuring safe, reliable travel for the public.
To efficiently manage this extensive network, the county is divided into three maintenance districts, along with specialized crews that make up the Special Operations crew.
Much of the division’s annual activity centers around the Chip Sealing Program, an important part of preserving the county’s road system.
In Skagit County, the goal is to resurface each road approximately every 13 years. Regular chip sealing helps reduce long-term maintenance needs, protect the underlying pavement, and prevent more costly problems such as potholes and roadway deterioration.
As the seasons change, crews transition from summer road preservation activities to fall stormwater maintenance. This work is essential for preparing the county’s roadway system for the increased rainfall typically experienced during the fall and winter months.
Crews inspect and clean drainage ditches, culverts, catch basins, and other stormwater systems to help keep water moving safely away from the roadway. These efforts help reduce standing water, flooding, erosion, and damage to roads and surrounding infrastructure during periods of heavy rainfall.
Roadside vegetation maintenance is performed year-round to help maintain safe sight distances, keep signs and other roadway features visible, and prevent vegetation from encroaching on travel lanes, shoulders, and drainage systems.
Crews address vegetation as conditions require throughout the year, with increased activity during the growing season. This ongoing work helps maintain safe and accessible roadways while supporting the proper function of drainage and other roadside infrastructure.
