Upcoming Road Closure
Project to be completed by October 26, 2026
South Skagit Highway will be closed to through traffic from August 24, 2026, through October 26, 2026, to facilitate construction activities associated with the Stevens Creek Fish Passage Improvement Project. The closure dates for this project have been changed (it was previously announced the closure would start on August 3rd) because the delivery of the concrete box culvert was delayed.
During the closure, crews will remove the existing crossing and construct a new fish-passable structure designed to improve aquatic habitat and provide a more resilient roadway crossing. Motorists are encouraged to plan ahead and use designated detour routes where available.
Project Background
Skagit County Public Works has contracted with Earthwork Solutions, LLC to complete the Stevens Creek Fish Passage Improvement Project.
The existing culvert acts as a barrier to fish migration and limits access to upstream habitat. In addition, the existing crossing has hydraulic and structural deficiencies that reduce its ability to accommodate high stream flows and debris during storm events.
The project will replace the existing culvert with a structure designed to meet current fish passage standards, restore natural stream processes, and improve long-term roadway resilience. Construction activities include removal of the existing crossing, installation of the new structure, stream channel reconstruction, roadway improvements, environmental restoration, and associated utility coordination.
Once completed, the project will provide improved access to upstream habitat for salmon and other aquatic species while reducing the risk of roadway damage and improving public safety.
Project Funding
The estimated project cost is approximately $1.3M.
Funding for the project is being provided through the Rural Arterial Program (RAP), with contributions from Skagit County.
