Certified Operations & Maintenance Providers, Septage Pumpers, and Installers
Skagit County Public Health certifications:
- Are issued for the calendar year.
- Are not transferable.
- Must be renewed annually by December 31.
- Will not be issued or renewed if the applicant is found by the Health Officer to be in violation of any provisions of this chapter.
- May be issued through reciprocity for a certification from Puget Sound counties as defined in WAC Chapter 246-272A.
- Documentation must be provided for education, L&I registration, and necessary bond.

Operations & Maintenance Provider and Pumpers
Following inspection or pumping, certified O&M specialists and certified pumpers must:
(a) Submit an on-site sewage system report to the Health Officer, the property owner and, if applicable, the property buyer, within 30 calendar days following the inspection or pumping; and
(b) Immediately—within seven calendar days—report potential failures to the Health Officer. Submit photo(s) of the potential failure observed when possible.
Installer
Skagit County Certified Installers have the following obligations:
- Approval must be granted before beginning repairing, altering, or expanding an OSS.
- Be in possession of the approved design and (signed) permit during installation.
- Make no changes to the approved design without the prior authorization of the designer and the local health officer.
- Final construction inspections must be requested a minimum of two full working days in advance.
- Final construction inspections must be completed prior to backfilling. Cover the installation only after the local health officer has given approval to cover.
Designers
On-Site Wastewater Designers are certified by the Washington State Board of Registration for Professional Engineers & Land Surveyors (BRPELS). They matches site and soil characteristics with appropriate on-site sewage technology.
