County Road Access Permits are required to ensure that any connection between a private property (like a driveway) and a public roadway meets crucial safety, legal, and infrastructure standards. County road access is the legal and physical connection point where a private property or driveway meets a county-maintained public road.

Access permits are submitted through the Civic Access Permit Portal. 

The Special Event Permit Application is used whenever Skagit County roadways will be used for an organized event; such as a bicycle ride or run/walk event, whether for charity or for profit.

How to Submit Application: Complete the online application, then send an electronic copy along with route map(s) and Insurance Certificate (see application for requirements) to traffic@skagitcountywa.gov or print the application and other required documents and submit to Transportation Programs at 1800 Continental Place, Mount Vernon, WA 98273.

A Right-of-Way/Utility Permit is required any time a utility company or contractor performs work within Skagit County Road right-of-way.

How to Submit: Right-of-Way/Utility permits in Skagit County are submitted through the Civic Access Permit Portal.

The Commercial Solid Waste Account Form can be used by commercial businesses to apply for an account at the Transfer Station.

How to Submit Application: Complete the form, then send an electronic copy to pw@skagitcountywa.gov or print the application and supporting materials and submit to Solid Waste at 1800 Continental Place, Mount Vernon, WA 98273.

An Oversize/Overweight Load Permit authorizes the transport of vehicles or loads that exceed the legal size or weight limits established in the Washington State Commercial Vehicle Guide on Skagit County public roads.

How to Submit Application: Email completed applications to pw@skagitcountywa.gov at least two weeks before the proposed haul start date. Permits are issued at no charge. However, if overweight vehicles will be traveling over bridges, the applicant may be responsible for the cost of a structural analysis performed by a licensed professional engineer.

This Application is required to name a new County or Private road in Skagit County, or to rename an existing road.

How to Submit Application: Complete the online application, then send an electronic copy to traffic@skagitcountywa.gov or print the application and submit to Transportation Programs at 1800 Continental Place, Mount Vernon, WA 98273 along with the fee noted on the application.

This Filming agreement is used whenever Skagit County roadways will be used for any motion picture, television, or other filming project.
